Pacific Mackerel Stocks That Feed Farmed Salmon In Decline

Farmed salmon, that ubiquitous pink fish decorated with ribbons of fat, can thank the forage fish of the southern Pacific ocean ? like anchovy and jack mackerel ? for their calorie-rich diet. Indeed, more than 5 pounds of jack mackerel typically can go towards raising one pound of farmed salmon.

But that food supply ? and the ocean ecosystem that supports it ? may be in peril, according to a new report by the International Consortium of Investigative Journalists. According to scientists the ICIJ spoke to, "supertrawler" fishing vessels from Asia, Europe and Latin America have contributed to a 63 percent decline in jack mackerel stocks since 2006. At the current rate of overfishing, the world's stock of jack mackerel, which is largely located off the coast of Chile, could collapse soon.

"This is the last of the buffaloes," Daniel Pauly, an oceanographer at the University of British Columbia, told ICIJ. "When they're gone, everything will be gone ... This is the closing of the frontier."

Concerns about the environmental impacts of feeding and raising farmed salmon are one reason Target has eliminated the product from its stores. Instead, the big-box chain sells wild-caught salmon in all its stores nationwide.

ICIJ says that the Southern Pacific Regional Fisheries Management Organization, the organization responsible for managing jack mackerel stocks, has been unable to stop overfishing. Only six countries have ratified an agreement it formulated to protect the fish. The group is holding its annual meeting in Santiago, Chile, this week.

Two Chilean fishing companies are some of the most powerful players in the jack mackerel trade ? they control 29.3 percent of the jack mackerel quota set by the Chilean government, ICIF says. And they supply 5.5 percent of the world's fishmeal.

As NPR's Kristofer Husted has reported, some scientists are exploring ways to make new fish feed using renewable sources, such as biofuel co-products, poultry by-products, soybeans and so on.

The investigation is the third in ICFJ's series "Looting the Seas," which has also looked at the black market in bluefin tuna, and how fishing subsidies in Spain have built up a bloated fleet that is partly responsible for the depletion of Europe's fish stocks.

Cars circle Moscow in anti-Putin protest

Thousands of cars flying white ribbons or balloons circled central Moscow on Sunday in a show of protest against Russian Prime Minister Vladimir Putin.

The cars ? ranging from luxury sedans and sporty convertibles to old, exhaust-spewing Soviet models ? jammed the inner lanes all along the nearly 10-mile Garden Ring, which has as many as 16 lanes of traffic at its widest points.

More protesters stood along the side of the road waving white ribbons and flags as the vehicles passed, their horns blaring. White ribbons became an opposition symbol during protests that broke out after a fraud-tainted Dec. 4 parliamentary election won by Putin's party.

Tens of thousands turned out for two protest rallies last month to demand free and fair elections, and protest organizers are now preparing for a third big demonstration Feb. 4.

Putin is running in a March 4 presidential election to reclaim the post he held from 2000 to 2008. He is expected to win, but is under pressure to show he can win fairly.

Sunday's action was aimed at helping to build momentum for the protest movement and it provided another outlet for the creativity that has been a defining feature of the demonstrations.

While most drivers were content to tie white ribbons and balloons to their cars' antennas, sideview mirrors and door handles, some decorated their vehicles with original signs and banners.

Opposition leader Alexei Navalny said the traveling protest action was a "wonderful advertisement" for the Feb. 4 rally.

The protest movement has been driven by young professionals, cultural figures and other members of the urban middle class, many of them connected through online social networks.

Kremlin supporters have begun to try to counter their activism by organizing rallies by blue-collar workers in support of Putin and the stability he promises. The first rally was held Saturday in Yekaterinburg, the capital of an industrial region in the Ural Mountains east of Moscow.

Videos of the rally posted online showed one speaker, a member of Russia's parliament, trying to get the crowd of several thousand to shout "Ural, Russia, Putin!" The response was muted.

80 percent of 'irreplaceable' habitats in Andes unprotected

Hundreds of rare, endemic species in the Central Andes remain unprotected and are increasingly under threat from development and climate change, according to a Duke University-led international study.

"These species require unique ecological conditions and are particularly vulnerable to changes in the environment or climate. Yet our analysis shows that region-wide, about 80 percent of the areas with high numbers of these species lack any protection," said Jennifer Swenson, assistant professor of the practice of geospatial analysis at Duke's Nicholas School of the Environment.

The study, published today in the peer-reviewed, open-access journal BMC Ecology, identifies and maps the geographic ranges of hundreds of species of plants and animals ? including mammals, birds and amphibians ? that are found nowhere in the world outside the Andes-Amazon basin in Peru and Bolivia.

The threat to these species has become especially severe in recent years, Swenson said, as oil and gold mining, infrastructure projects, agriculture and other human activities encroach farther into the region's biologically rich landscapes.

"This is one of Earth's most rapidly changing areas," she said.

To conduct their study, Swenson and her colleagues collected more than 7,000 individual records of endemic species locations for 115 species of birds, 55 mammals, 177 amphibians and 435 plants. They combined these with satellite images and climate, topography and vegetation data to create models, detailed to one kilometer, that mapped endemic species distributions across the entire basin ? from the forested slopes and dry inter-mountain valleys of the Andes all the way to the low-lying Amazonian wetlands and savannas.

By overlaying this data with maps showing modern political boundaries in the Andes-Amazon basin, the researchers found that only about 20 percent of the areas with high numbers of endemic species or high levels of irreplaceability fell within national parks or protected areas, and that 226 rare endemic species lacked any national-level protection at all. Irreplaceability is a term used by conservationists to denote biodiversity hotspots where high numbers of endemic species with very small ranges live. These are often among the most vital ? and vulnerable ? habitats in a region.

"Interestingly, one of the areas we identified with the highest number of bird and mammal species and one of the highest levels of irreplaceability was an unprotected region surrounding the World Heritage Site of Machu Picchu, one of the most heavily visited tourist destinations in the region," Swenson noted.

As the effects of development and climate change continue to shrink or shift geographic ranges in coming decades, some species may literally be running out of ground, she said.

"Conservation strategies across the Andes urgently need revising," she said. "There is already evidence of species migrating upslope to keep up with climate change. We hope our data will help protect this incredibly unique region."

Bruce E. Young, director of species science at the nonprofit conservation organization NatureServe, was principal co-author of the study. Twenty additional collaborators from conservation agencies and organizations in Peru and Bolivia helped gather data.

Yeah, because they were shitty to me on Saturday Night Live a couple of times after I'd left the show. They said some shitty things. There was that David Spade sketch [when Spade showed a picture of Murphy around the time of Vampire in Brooklyn and said, ?Look, children, a falling star?]. I made a stink about it, it became part of the folklore. What really irritated me about it at the time was that it was a career shot. It was like, ?Hey, come on, man, it's one thing for you guys to do a joke about some movie of mine, but my career? I'm one of you guys. How many people have come off this show whose careers really are fucked up, and you guys are shitting on me?? And you know every joke has to go through all the producers, and ultimately, you know Lorne or whoever says, [Lorne Michaels voice] ?OK, it's OK to make this career crack ...?

I felt shitty about that for years, but now, I don't have none of that. I wouldn't go to retrospectives, but I don't let it linger. I saw David Spade four years ago. Chris Rock was like, ?Do you guys still hate each other?? and I was like, ?I don't hate David Spade, I'm cool with him.?

Q: You're still the biggest star who came from the show.
That's only because John Belushi's dead. Belushi's like Spanky of the Little Rascals series. I guess that makes me Stymie, but that's cool. I'll be Stymie. Think of all the people who came off that show. I bet you could figure out the combined grosses of people who came off Saturday Night Live in the movies?me, Adam Sandler, Will Ferrell, Mike Myers, Bill Murray, Dan Aykroyd. I bet it's $15 billion. It's no coincidence?that show's like Harvard for a comic actor. When you come off the show and get into the movie business, it's like you're moving in slow motion for a couple of years. You've been working like a crazy person in a pressure cooker, then you're in the movies, just sitting in your trailer.?

BP fails to shift $15 billion oil spill costs onto Transocean (Reuters)

LONDON (Reuters) ? Oil giant BP has lost its attempt to shift over $15 billion of costs related to the Gulf of Mexico oil spill onto contractor Transocean, increasing the possibility BP may have to foot the entire $42 billion clean up bill.

A U.S. federal judge on Thursday said BP must uphold a clause in its contract with Transocean Ltd that would shield the Swiss-based driller from compensatory damage claims related to the 2010 disaster.

That means London-based BP may have to shoulder alone compensation claims brought by the likes of fishermen and hoteliers whose livelihoods were affected by largest offshore oil spill in U.S. history.

However, U.S. District Judge Carl Barbier left open the possibility that Transocean might still have to pay all or part of any punitive damages and civil penalties imposed by the U.S. government under the federal Clean Water Act.

Barbier, who oversees multistate litigation over the spill, ruled that BP need not indemnify Transocean for these.

BP has estimated civil fines of around $3.5 billion related to the spill, although maximum possible fines could top $20 billion if gross negligence was established on the part of BP or its contractors.

BP has made no provision for punitive damages because it says there is no legal basis for them. Barbier has limited the cases in which claims for punitive damages can be brought.

Thursday's decision means Transocean's potential liability over the April 20, 2010 Deepwater Horizon drilling rig explosion that caused 11 deaths, was "materially diminished" analysts at UBS said in a research note.

BP had previously sought to shift the whole cost of the disaster, currently estimated at around $42 billion, onto Transocean.

Shares of Transocean rose 8.2 percent at 0856 GMT, while BP shares fell 1.7 percent.

RESPONSIBILITY

Transocean owned the rig, while BP owned a majority of the Macondo well whose blowout led to the spill.

BP has said it would like to reach an out of court settlement with Transocean but Barbier's ruling makes its negotiating position weaker.

Both sides claimed victory over the ruling, which Transocean spokesman Lou Colasuonno said "discredits BP's ongoing attempts to evade both its contractual and financial obligations."

BP said the decision "holds Transocean financially responsible for any punitive damages, fines and penalties flowing from its own conduct.

"As we have said from the beginning, Transocean cannot avoid its responsibility for this accident," spokesman Daren Beaudo said in an emailed statement.

LEGAL ARGUMENTS

BP has already paid out $7 billion in claims to third parties who have suffered losses and has an outstanding provision of $8.2 billion for further claims and litigation, suggesting third party claims are expected to top $15 billion.

However, plaintiffs lawyers say compensatory claims could even end up totaling more than the $20 billion BP has set aside in its gulf coast restoration fund.

Two U.S. government probes have put most of the blame for the disaster on BP, suggesting BP is likely to face the largest share of any fines levied.

The New Orleans-based judge has set a February 27 start date for a trial to apportion blame.

'Hunger Games' Stars Tackle Your Final Questions!

Once again, we're back with "Hunger Games" stars Jennifer Lawrence, Josh Hutcherson and Liam Hemsworth for a final round of fan-asked questions and answers with the three soon-to-be superstars.

Over the course of the past few weeks, Lawrence, Hutcherson and Hemsworth have addressed varied topics such as on-set pranks, on-the-job injuries and which actor is most like his or her character.

Today marks our final installment, in which the three lead actors from the highly anticipated film discuss musical influences, getting into character, being on fire and chemistry with their co-stars.

@vic_rendueles: Music plays a big part in the HG. What type of music inspires you and why?

Josh Hutcherson: Music is a huge part of my life. If I feel off for a couple of days, chances are I've not been listening to enough music — it's that important to me. But I listen to everything from '60s rock and roll to the Arctic Monkeys to the Black Keys to dubstep, so it's literally full-on schizophrenic, my music taste.

Jennifer Lawrence: I was just listening to Mumford & Sons on the way up here — love Mumford, the Black Keys, Jack White. I'm really looking forward to the musical part of the movie; T-Bone Burnett is producing it, and he's the best in the world, so I'm really looking forward to that.

Liam Hemsworth: One of my favorite bands is Coldplay; I love Coldplay. I love a lot of old-school rock too — Pink Floyd, Guns N' Roses — I love that stuff. Music is a great way to get in a good headspace if you have an intense scene or any kind of scene. There's always some kind of music that can help you feel and get in to that kind of headspace.

@KiwiMcI: Was it hard to balance Katniss' inner vulnerability with the strength she's forced to adopt in the horrors of the arena?

Lawrence: Wow, what a question. Let's see, I think everybody has vulnerability and strength. I think she's vulnerable anyway, like all of the tributes, because none of them really want to be there. They're chosen randomly, they're all forced into the arena. She gathers strength, she has to fight to survive. She's promised her sister that she would come back, so she replaces her vulnerability with strength.

@maartjej239: How was it to be "on fire" in the chariots?

Lawrence: Oh, that was fake. I wasn't actually on fire, thank God. ... I think they'll just add that later, hopefully.

@eringabin: In a postapocalyptic world like Panem, what would your most valuable survival skill be?

Hemsworth: I'd hope that I could shoot like Katniss. That would probably help a lot. I can't, though.

@LoveAcrossTime: From the trailer alone, the fans already see the amazing chemistry between [Katniss and Peeta]. Was that an instant thing?

Hutcherson: It really was. Jennifer and I hit it off right away, as did myself and Liam. Jennifer and I are kind of from the same part of the country, we had a similar upbringing, the same kind of system, more or less. She's just a very real person, and you don't meet many actresses that are super real and down-to-earth and genuine and are extremely talented on top of all that, so she kind of has the whole thing going on, and she's an awesome person. I really hit it off with her.

Invisibility cloak uses 'metamaterial' to hide three-dimensional objects

It may not be a cape of magical, silvery material, but it's still an invisibility cloak. A tube made of an insulating material striped with long, thin strips of copper makes objects within it invisible to microwaves. Researchers at the University of Texas at Austin reported their cloaking chamber Jan. 25 in the New Journal of Physics.

Different lab groups have been trying to cloak objects from light waves and microwaves for years. Previous efforts rendered objects invisible?along a plane, in two dimensions, by bending microwaves around the objects. Last year researchers?demonstrated an invisibility cloak?that worked in three dimensions, concealing a bump on a reflective surface.

They found reduced microwave reflection from the cylinder no matter where they observed it.

Objects reflect light and other electromagnetic waves when they're just sitting around. That's how your eyes can see them and how devices such as radar detectors can sense airplanes and ships. Al?'s cloak works by reflecting electromagnetic waves in a way that cancels out the waves that the object reflects. "It's kind of an interference between the two," he told InnovationNewsDaily. "The combination of the two becomes invisible."

The secret to the cloak's exactly canceling waves is a "metamaterial," a man-made material that doesn't appear in nature and that has,?as one paper put it, "exotic electromagnetic properties." Al? first?published his ideas?for how to make an invisibility cloak using this canceling metamaterial in 2005 and has been working on the idea ever since.

Of course, the cylinder he cloaked in this latest study is still visible to the naked eye, which detects light waves, not microwaves. He said his technique works best with objects of comparable size to the wavelengths they're trying to hide from. Thus cigar-size cylinders are well masked from microwaves, which can be several centimeters long, while microscopic objects are best masked from visible light waves. So Al?'s metamaterials can't be used to cover certain boy wizards or anybody else, he said. "You can't use this to cloak a human body or a large object to visible light." He's working on creating a material that will cloak a microscopic object from visible light, which would be useful for machines that take microscopic photos.

As for the cloak he's already made, Al? thinks it would work well for stealth operations. "But it's superior to stealth, because stealth cancels the reflection but not the shadow of an object," he said.

His job approval ratings point to an uptick. The Navy SEAL unit that killed Osama bin Laden just pulled off a daring rescue that Obama authorized in Somalia. He's fresh off a big speech before Congress, and the Republicans who want his job are criticizing each other probably more than they are Obama.

As he hits the road for three days of travel to important political states, Obama is on a roll.

Feeling good, he even tried his hand at a bit of public crooning a few days ago, channeling the Rev. Al Green to a fundraising crowd at the Apollo Theater in New York and securing the highest of pop culture distinction: a ring tone.

It could be a fleeting moment for Obama. While the economy is improving with indicators trending positively, unemployment remains high at 8.5 percent and international debt crises and tensions could unravel the gains. A new Wall Street Journal/NBC News poll shows signs of increasing optimism that the economy will improve with 37 percent saying it will get better in the next year, the highest level in that poll in more than a year.

For now, Obama is not hiding his upbeat demeanor.

Arriving in Iowa on Wednesday, he jogged, grinning, to a rope line of a couple of dozen supporters. He later expressed nostalgia for the days in 2007 when he was campaigning in Iowa, and he struck a defiant tone against congressional Republicans that was even sharper than the repudiation he offered Tuesday night in his State of the Union address.

"Our economy is getting stronger, and we've come too far to turn back now," he told workers and guests at a conveyor manufacturing plant in Cedar Rapids. Speaking of Republicans, he said, "Their philosophy is simple: We're better off when everyone is left to fend for themselves and play by their own rules."

"Well, I am here to say they are wrong," he said.

In a stop later in the day in Arizona, Obama stripped off his jacket and joked about the warm weather to a crowd at an Intel chip plant, seeming to revel in being out on the stump.

He even mixed it up with the state's Republican governor, Jan Brewer, confronting her over how she depicted him in her book. Reporters witnessed the two in intense conversation after Brewer greeted Obama on the tarmac at Phoenix-Mesa Gateway Airport, and Brewer later said it was over a passage in her book in which she describes Obama as lecturing her over immigration.

A White House official said Obama, who opposes Arizona's controversial immigration law, responded to an invitation from Brewer to meet with her by telling the governor he'd be glad to, but adding that Brewer had inaccurately described their last meeting in her book.

The spring in his step comes as polls show slight improvement in his job approval ratings. A Washington Post/ABC poll last week had him evenly split 48-48 on that question. A Gallup tracking poll has him even in recent surveys, compared with a few months ago when more disapproved than approved.

On the road through Friday, Obama will bask in the afterglow of his prime-time address and use the power of the presidency to compete for headlines with leading GOP White House hopefuls Mitt Romney and Newt Gingrich as they knock heads ahead of the Jan. 31 Florida primary. He will try to promote a populist message of income equality that Obama's team believes can resonate with voters.

Underscoring the political subtext, four of the five states he will visit will hold Republican presidential caucuses or primaries within the next month. The two caucuses ? in Nevada and Colorado ? come within two weeks of his visit.

If 2011 began with overtures to Republicans and big business, 2012 is about operating on his own terms. He will challenge Congress to pass his initiatives, some of which he has tried before without success. For now, Obama is liberated. The thrust and parrying of governing has not picked up in Washington yet.

The road gives him an opportunity to goad congressional Republicans, believing he has been able to sway public opinion with his presidential megaphone before. He cites Washington's decision to extend, for two months, a payroll tax cut for workers. He's now seeking to extend it for the full year, and while there's little doubt that Congress eventually will agree, Obama prodded anyway.

"Your voices convinced Congress to extend this middle-class tax cut before," he said. "You remember there was little resistance there last year. I need your help to get them to do it again. Tell Congress to pass this tax cut without drama, without delay. No soap operas. Just get it done."

Political events are going his way as well.

Just as he stepped up his call for a minimum 30 percent tax rate for millionaires, Romney released his tax returns under pressure, revealing that he paid an effective tax rate of 14 percent. That not only underscored Romney's wealth, it also provided an argument for altering the nation's tax laws, a central element of Obama's re-election campaign.

Gingrich on Wednesday helped keep the focus on Romney's wealth, saying that the wealthy businessman lived in "a world of Swiss bank accounts and Cayman Island accounts and automatically $20 million income for no work."

Romney and Gingrich have been forced to target each other in the GOP presidential contest, freeing Obama from the fray. For instance, Romney has ads in Florida and Nevada blaming the housing crisis on Gingrich and concludes that nothing would make Obama happier than Gingrich winning the nomination.

    Euro zone finance ministers will decide on Monday what terms of a Greek debt restructuring they are ready to accept as part of a second bailout package for Athens after negotiators for private creditors said they could not improve their offer.

    Resolving the issue of a Greek debt swap is key to putting Athens' debt on a sustainable path and avoiding a chaotic default that could threaten the whole currency bloc.

    Only 24 percent of manufacturers were considering changing their North American strategy, but 61 percent of those firms said they are likely to scale back.

    Manufacturers were pessimistic on the Japanese market. One in three are reconsidering domestic business plans. Of those, 78 percent said they are likely to shrink operations.

    Non-manufacturers, which include construction firms and retailers, were more positive on the domestic economy as they are likely to benefit from reconstruction following last year's record earthquake and the worst nuclear crisis in 25 years.

    The survey showed that 75 percent of non-manufacturers are looking to change their domestic strategy, with 60 percent of those firms leaning toward expansion.

    When manufacturers and non-manufacturers are combined, almost 70 percent say the global economy is the biggest risk to their outlook, followed by 57 percent who said they are worried about the rising yen.

    Official: EU open to Iran talks as embargo looms (AP)

    BRUSSELS ? The EU's foreign policy chief said Monday that the international community remains open to talks with Iran, even as an EU embargo on Iranian oil seems set to be approved Monday.

    The letter was dated Oct. 21. Ashton said she has received no reply. Officials in many other countries fear Iran is working to develop nuclear weapons ? something Iran denies.

    Meanwhile, diplomats said Friday that EU foreign ministers meeting Monday in Brussels will likely approve a ban on buying Iranian oil, even though working out the details of the embargo will be left for later. The embargo would immediately prohibit the signing of any new oil contracts with Iran.
