Big Business should stop ignoring Washington - The Term Sheet ...

FORTUNE -- At a recent conference about U.S. economic growth and job creation convened by the Brookings Institution, one business leader after another expressed deep frustration with our dysfunctional federal government. It became clear that the U.S. business community is confronted with a fundamental choice: Ignore Washington or work with it to fix the problems plaguing our economy.

There is strong sentiment, particularly among technology entrepreneurs, that the government is ineffective at best, irrelevant at worst -- and therefore it should be ignored. While these sentiments are understandable, this attitude is self-defeating. Even if the private sector and local governments do everything right, it won't be enough. Only Washington can provide key drivers of our competitiveness -- from a sustainable macro-economic policy, pro-growth tax code, prudent spending, sensible regulation, and market-opening trade treaties to smart public investments in education, infrastructure, and research.

There's really no alternative: business leaders must set aside their disappointment with our national political institutions and instead work to fix them.

Our economic problems are multiple and urgent. Three important studies released since the beginning of the year illuminate the mounting challenges the American economy faces in the global marketplace. First, the Competitiveness and Innovative Capacity of the United States, prepared by the Department of Commerce and the National Economic Council, raises six economic "alarms" -- inadequate job creation, declining wages and household incomes, pressure on manufacturing, stagnant innovation, a sub-par K-12 education system, and obsolescent infrastructure. Other measures showing negative trends include growth in government and corporate R&D, the number of advanced degrees in science and technology, and the creation of new firms.

In its annual report on Science and Engineering Indicators, the National Science Board paints a similarly bleak picture. Over the past decade, U.S.-based high-tech manufacturing employment has fallen by 28%, from 2.5 jobs to 1.8 million. During the same period, the number of research and development employees of U.S.-based multinationals who are based abroad more than doubled, from 123,000 to 267,000, while U.S.-based employees in this category increased by only 15% (92,000).

Completing this disturbing trifecta is Prosperity at Risk, which reports the findings from a survey of nearly 10,000 Harvard Business School graduates, many of whom are in senior business leadership positions. Nearly half -- 45% -- say that they expect U.S. firms to be less able to compete in the global economy three years from now, versus 20% who believe they'll be able to better compete; 64% believe they'll be less able to pay higher wages and benefits. Over the longer term, 66% of respondents see the U.S. falling behind emerging economies, versus just 8% who saw it pulling ahead; 21% expect the U.S. to fall behind other advanced economies, compared to only 9% who saw the U.S. staying in the lead. When asked why they thought the U.S. was falling behind, fully 60% cited the ineffectiveness of our political system compared to other advanced economies.

Of the respondents, more than 1,000 had confronted a choice at their company between remaining in the United States and moving overseas. By a margin of more than five to one, their firms had chosen the foreign option. When asked to name the principal impediments to investing and creating jobs in the United States, respondents cited regulations, labor force quality, taxes, macroeconomic policy, and the political system as the top five. Uncertainty about government action figured prominently in their decision-making.

Notably, national-level decisions shape each of these issues. The business leaders who came to Brookings deplored the absence of action at the national level and expressed interest in filling the vacuum. While the business community doesn't have the levers of power available to government, it is skilled in moving swiftly to solve knotty problems and ought to mobilize in the national interest.

Here are two examples:

We all lament the deterioration of our roads, ports, and airports as well as the under-investment in broadband. What about a public-private partnership to deploy sidelined capital for growth-promoting infrastructure investments? Many experts and groups have called for the creation of an infrastructure bank -- seeded with a modest amount of public capital and run by an independent board -- that attracts private capital for infrastructure projects that can pass a rigorous market test. The U.S. Chamber of Commerce and the AFL-CIO both support the idea, as does the Obama administration. It's time for a broader business coalition to get behind it?and to help design the most robust possible institutional architecture.

There's a key role for business in governance reform as well. With partisan polarization at its highest level in more than a century, electoral rules that mute the voices of cooperation, and congressional rules that foster gridlock, it's no wonder that the policy results are so unsatisfactory. That's why we desperately need institutional reforms that would reduce partisanship, break logjams, and improve decision-making.

We need a Congress that produces budgets on time, confirms or rejects presidential nominees promptly and openly, and allows crucial issues to reach the House and Senate floor for open debate. We need a budget process that can deal with everything the government does -- not just appropriations (a shrinking share of the total) but tax expenditures and entitlements as well. And we need an electoral system that empowers the tens of millions of voters who belong to neither party's base and whose voices have been muted for decades.

The business community should throw its weight on the side of these vital reforms?and support the civic groups that promote them. For example, the Senate Homeland Security and Government Affairs Committee recently held a hearing on a bill that would cut off pay for members of Congress if they fail to produce a budget resolution and appropriations bills prior to the beginning of the next fiscal year. Although the Congressional Budget Act of 1974 mandates this timetable, Congress has not finished its work on time since 1996, demonstrating the need for stronger incentives. Speaking with a united voice, business leaders should let their senators know that they want the committee, followed by the full Senate, to complete work on this bill without delay.

U.S. business has an alternative, of course -- to accept the slow decline of the American economy as irreversible and do what it can to hedge its bets. Out of an understandable frustration with our political system, some business leaders may be tempted by this course. But choosing it would be short-sighted and dangerous in the long-run. Not only would the current public backlash intensify in the United States, but foreign governments aren't guaranteed to be so friendly in the future when they have the upper hand.

Even in this age of globalization, nation-states still matter. And so too does the messy but unavoidable process of politics.

Rev. Wright Reportedly Endorses Radical ?March on Jerusalem? to End the Israeli ?Occupation?

Nearly four years ago, Rev. Jeremiah Wright stunned the American people with his harsh and racially-charged words. Now, just months before his former congregant Barack Obama is up for presidential re-election, the faith leader is back in the headlines. Wright is reportedly endorsing the "March to?Jerusalem," a radical, anti-Israel event planned for later this month.

Mr. Zaher Birawi, Spokesman for the ?Global March to Jerusalem,? an initiative that aims at?getting over?one million Arabs and their supporters to attempt to?infiltrate?Israel?s borders on March 30th, said that the initiative ?demand[s] freedom for Palestine and its?capital?Jerusalem.?

He claimed that the campaign is ?an international coalition of hundreds of organizations,? which plans on amassing organizers from the bordering countries of Egypt, Syria, Lebanon and Jordan and also?organizing protests in countries worldwide.

Here's how the Global March to Jerusalem web site describes its efforts:

We aim to make this march a turning point in the nature of the confrontation, with the occupation having to face millions of protesters and demonstrators demanding Freedom for Palestine and its capitol Jerusalem. We will make a renewed true effort towards ending the occupation through peaceful national movements inspired firstly by our convictions, secondly by the justice of our cause, and thirdly by the spirit of the Arab spring revolutions and the determination of young people who were able to overthrow dictatorships. Especially now that the nations have realized the magical effect of the people?s will to make the impossible possible. The advancing slogan, ?the people demand,? has proved to be more effective than armies and weapons.

Plainly stated: This isn't a positive development for the Israeli state, although these sorts of assaults are common in the region. Wright, who was Obama's pastor for 20 years at?Trinity United Church of Christ in Chicago, is listed on the group's web site as an American personality who is endorsing the march. According to IsraelNationalNews.com, the White House has declined to comment regarding Wright's endorsement. In all fairness, it would seem a bit odd for Obama, from a tactical and practical standpoint, to weigh in. To begin with, questions regarding the president's allegiance to Israel already exist. Additionally, he no longer attends Trinity and Wright is no longer the faith leader at the church.

Still, the endorsement of such a radical effort does cause one to wonder if Obama's claim that he never heard Wright speak harshly or offensively as a congregant is true. After all, the faith leader has a track record of making some pretty unsavory comments about the Jewish people.

In 2009, the Anti-Defamation League dubbed Wright a "messenger of intolerance" and recapped some of his comments and statements that the group saw as inflammatory and discriminatory against Jews:

Wright blamed Jews for the fact that he has been out of touch with President Barack Obama in an interview with theDaily Press, a Newport News, Virginia-based newspaper, on June 9. Wright noted that "them Jews aren't going to let him talk to me."

In the same interview, Wright asserted that Israel is committing ethnic cleansing in Gaza, which he described as "a sin and a crime against humanity," and expressed his belief that the Obama Administration would have sent a U.S. delegation to?the 2009 Durban Review Conference?in April if not for fear of losing "the Jewish vote, the A-I-P-A-C vote, that's controlling him."

Wright later stated that he misspoke and that he did not mean to refer to Jews, but rather Zionists. "I'm not talking about all Jews, all people of the Jewish faith, I'm talking about Zionists," Wright said.?

The National Conference of Jewish Affairs, among others, is condemning Wright's purported endorsement. So far, the former reverend hasn't announced his support on his official web site, but his name appearing on the group's web site is enough to cause angst.

Democracy gone Astray: Where's the Family Party?: A tonic for ...

Robocalls misdirecting Canadians to polling stations. That's the last thing our democracy needs. Canadians have enough difficulty finding the ballot box, with voter turnout rates at around 60 per cent federally, and less than 50 per cent in Ontario's last provincial campaign. This alleged trickery is understandably fuelling even more cynicism among Canadians who are already too apathetic about the political work involved in citizenship.

A new Statistics Canada study con-firms that voter apathy is especially high among Canadians under age 45, and among those with preschool children. Readers of my column will know I believe apathy among these groups is ironic and self-defeating. It is precisely this demographic that suffers a bad generational deal. Incomes have stalled for young families, even though far more young women con-tribute employment income than a generation ago. With stalled house-hold incomes, young Canadians pay far higher housing prices. And UNI-CEF ranks Canada among the worst industrialized countries for investing in the generation raising young kids. What accounts for our poor ranking? It costs parents the equivalent of a second mortgage to share a year at home following the birth of a new baby, and a third mortgage to pay for child care services thereafter.

While it is difficult to tackle high housing prices or transform the wage system, it is well within our grasp to change family policy so that the cost of parental leave and child care services don't exacerbate the time, income and service squeeze on young people. But policy change won't happen by itself. Canadians under 45 must demand change to create a new deal for families. Regrettably, by all measures, we are either lousy at using our political voices, or feel too busy, tired or apathetic to search for political solutions.

In the face of this democratic deficit, I long for citizen heroes - people committed to enriching public dialogue, and renewing interest in the political processes that underpin the health of Canada's population, economy and environment. Thankfully, last week I found two heroes in the East Kootenays. Keri Rinehart and Patricia Whalen run the Success by Six and Children's First organizations in the region. I believe these two may go down in history for hosting the first ever WTF (Where's the Family?) party in Canada.

The WTF party aimed to rekindle the energy that inspired the "sex, drugs and rock 'n' roll" generation of the '60s, an era of that connected partying and politics in debates about war, civil rights and gender equality. According to Keri, "it's time to mobilize all Canadians, especially Generation Squeeze, to rediscover fun ways to use our voices." So they invited the community to join a party at Cran-brook's Heritage Inn. The Columbian Basin Trust donated money to hire DJ James Weir to set the mood to music, Keri and Patricia provided subsidies for people's child care to free them up for the evening, and 52 people came to mingle, share a drink, dance if they dared, and yes - talk politics. Not a bad turnout for a snowy Monday evening in small-town B.C., when many had to drive some distance, including Joanne, Monica, Kristi and her baby Lucy from Golden who travelled three hours each way to attend.

No one talked partisan politics. It was just people finding fun in talking about what we all can do to address the declining standard of living for young Canadians by creating a better policy deal for the generation raising kids.

WTF Party-goers (including some boomers and retirees) got creative, imagining alternate names for Generations X and Y. Suggestions included Gen Duped, Gen Shafted, and Generation Over and Out (Overworked, Over-tired and Out of money). But the name that struck me was Generation Shame. Many signalled that they are embarrassed. They work hard at home and on the job, but just can't get their young families to the secure footing their own parents enjoyed just one generation ago when wages were higher relative to the cost of housing, and most families had more parental time at home.

Before talk of Gen Shame sparked a spontaneous rendition of "It's my party and I'll cry if I want to," WTF partygoers proposed alternate theme songs for their generation. Bob Marley's Get Up, Stand Up, and Sister Sledge's We are Family were among the favourites, moving some into a conga line before the night was over. These songs are also fit for a WTF rally, some suggested, where marchers could carry placards reading "Sure we like sex, but we're tired of being Gen Screwed." Or "If you want grand-kids, then support a New Deal for Families."

Anticipating the next WTF party, groups proposed Gen Squeeze cocktail concoctions. My personal favourite was "Tough Medicine." Two parts lemon, to leave a sour taste in your mouth; one part vodka, because it hits you when you're not expecting it; Red Bull, because who has energy when struggling to balance work and family; and prune juice, in deference to the aging population. All infused with crushed rosemary, to capture how many under age 45 find their dreams for a young family crushed by a declining standard of living. Tough Medicine would be accompanied by a chaser of formula, I was told, because many families can't breastfeed for as long as they would like!

The amazing thing about what Keri and Patricia did is that others left the party wanting to host their own events. Angie Wagner is offering WTF? T-shirts for the first 50 people to attend the next party in Cranbrook. And Joanne McCullough, proprietor of the Golden Taps in Golden has offered her pub as a venue for a WTF party in her community. Large or small, these gatherings can help citizens find the fun in using our political voices to support a Canada that works for all generations.

WTF parties are just the tonic to heal our ailing democracy, and to address the declining standard of living for Gen Squeezed. When faced with growing political apathy, especially among citizens under age 45, it is heartening to see that some Canadians have found a way to respond. To maintain momentum, I welcome all WTF party ideas on my blog (blogs.ubc.ca/newdealforfamilies). And I'll do what I can to attend personally from coast to coast to celebrate everyday efforts to rejuvenate Canadian democracy in the face of political assaults like the robocall scandal.

Chevron sees 20 percent increase in production by 2017

(Reuters) - Chevron Corp plans to increase output by a fifth in five years, driven by big Australian projects moving gas to energy-hungry Asian markets, while it also tries to squeeze another $150 million in cost savings out of its refining arm.

Closer to home, in the Marcellus shale, the second-largest U.S. oil company said reservoir outcomes were exceeding expectations, although it was investing there at a "measured pace" in light of depressed North American natural gas prices.

After getting $850 million of savings from a multi-year restructuring of its refining and chemicals division, compared with $700 million originally planned, Chevron said it was now looking for a total of $1 billion in savings.

It is reducing the number of countries served by its marketing operations; it sold its UK refinery last year as well as a New Jersey terminal last month.

George Kirkland, executive vice president for upstream and gas, saw ample demand for its coming flood of Australian liquefied natural gas (LNG) since it will be sold in Asia, which does not have the same glut as North America.

"LNG is a replacement energy for coal or oil or nuclear and it really doesn't have any direct gas-on-gas competition, apart from other LNG," Kirkland said at a meeting with analysts in New York. "All these markets are different."

A new Angolan LNG project with peak capacity for 175,000 barrels of oil equivalent per day (bpd) should start shipping next quarter and, while contracts with Angola's government are not finalized, Chevron expects the gas to go to Europe and Asia.

New onshore gas sources, opened up through new drilling techniques and hydraulic fracturing, have been found in other countries. Chevron started an initial well this quarter in China, where it is exploring 940,000 acres with Sinopec , and in Poland, where it just started up a second shale gas well.

Larger rival Exxon Mobil Corp had cast some doubt on Polish shale gas prospects after its first two wells there did not find commercial quantities.

BRAZIL DISPUTE

A November leak of about 3,000 barrels of oil off Brazil led to a huge lawsuit against Chevron, which has also had its staff threatened with financial and criminal penalties.

Asking to be treated "fairly," Chief Executive John Watson said that the company stopped the oil leak in four days and that Chevron staffers had been forthcoming with the Brazilian authorities.

"We regret the incident, but there wasn't damage, and we expect to be treated as Petrobras or other companies would be treated in a similar circumstance," Watson told reporters after the presentation to analysts.

Overall, Chevron stuck with its production target of 3.3 million barrels per day by 2017, assuming oil prices of $79 per barrel, up from its anticipated output of 2.68 million bpd this year.

The start of its investment-heavy projects would allow the company to reduce cash on its balance sheet, Chevron said, as analysts sought clues on potential dividend increases.

Chevron also said it planned to hold onto its West Coast refineries at a time when others are pulling out, including rival BP Plc , which has put its Southern California refinery up for sale.

Chevron shares were 0.3 percent higher in afternoon trading at $110.28, less than a dollar off their record high reached in January.
